Will I be approved for Air Conditioing Registration License in Texas if I am a Felon?

My husband messed up when he was a teenager and has a felony on his record. He has completed all requirements and was released from supervision 2 years ago. He has not been in trouble since the occurance 8 years ago and is a wonderful husband and father who just wants to be a good provider. The only problem is the question that he has to answer when he applies to jobs. He has been in college for his Air Condtioning and Refrigeration for 2 1/2 years and has spent a lot of time, effort and money into this career. He currently has a job as a helper for a company, but needs to be Registered and get a license. There are only two questions on the application and those are: Have you ever been convicted of a felony?, and Have you ever been denied a license in the state of Texas?" The answer to the first is obvious, yes. The answer to the second is yes, because he took insurance courses for health and life insurance, ped, and applied to the state of Texas and was denied. He is so discouraged, has been truly sorry for his past and is highly embarred about it. He has a heart of gold and is a Believer and at this point just has lost hope that he will ever be good enough to get a good paying job with benefits. He is so mechanically talented, he is under-payed and a hard-worker. Is there anyone that can help with advice on how to get him approved on getting his license for Air Conditioning? We are already in the process of writing a letter requesting a pardon to the Governor, but at this point we do not have high expectations for the system.
