How old does a pup have to be before she wants to chase or fetch?

I have a 3 month old blue heeler and all she wants to do when we are playing is focus on me. I can throw a ball, or a stick, or even pebbles and she shows no interest in it. Sometimes she might watch to see what I threw and then all eyes are back on me. What do I do?
