Eye contact is a serious thing. If you seriously think his looks are major intentional (they sound so but make sure its not just in your head- verify with a friend?), then I'd say he's pretty shy. Why don't you try talking to him, because he is DEFINITELY showing you some interest. And talking can't hurt, you can always brush it off as you being friendly if things go wrong. Hope I helped!
