Is my turtle dead? He won't move.?

He/she hasnt moved for a while and hasn't eaten for like 2/3 days. His legs are out and stiff but his head is inside. I tried poking him and turning him upside down putting food in front of him. Nothing has worked and I don't wanna tell my younger bro that his turtle has died unless I have to.
